In accordance with the new European Regulation no. 517/2014 on F-Gases, starting from January 1, 2015, the purchase and sale of fluorinated greenhouse gases* (HFC refrigerant gases) will be subject to the possession of the documents required by the Regulation (personal authorization/company certification). Specifically, end-users who purchase fluorinated gases for professional purposes (e.g., installation, assistance, and maintenance companies such as frigorists, heating technicians, garages, etc.) can only do so if they hold an authorization, which they must present at the time of purchase (Art. 11, paragraph 4). The seller is obliged to record, in a special register, the name, registration number, and quantity of the gas purchased by the customer.

Those who do not carry out commercial installation, assistance, and maintenance activities (e.g., retailers, transporters, etc.) will not be required to purchase under license, but will be required, at the time of purchase, to fill out a form in which they declare, under their own responsibility, the use they will make of the purchased gas.
